Abstract. The paper considers the mechanisms of setting surcharges and discounts to current tariffs for electricity transmission in order to provide more exact match of individual consumers’ characteristics and encourage consumers and power grid organizations to increase electricity transmission efficiency. The approach for determining numerical values of the surcharges or discounts is based on the idea that price incentives for consumers can give additional income or saving by optimizing costs for power losses and network construction. Numerical estimates of the effect related to setting surcharges and discounts are given. The estimates show that reducing electricity transmission tariff for consumers can be carried out in a wide range and have economic feasibility.
Keywords: transmission tariff, tariff formation, efficiency increase, surcharges and discounts to the tariff, load schedule, payment of power losses, reactive energy/power consumption, total electricity consumption

Abstract. Transition from the system of planned maintenance type of the repair organization at power grid facilities to repair organization according to the actual technical condition has to ensure the operational reliability of power transformers. The development of a decision making methodology
in assessing the technical condition of power transformers, allowing for classification and forecasting of the type of its technical condition, making decisions on the need for the timely withdrawal of the transformer for repairs, making
decisions on the possibilities and expediency of the further equipment operation or the need to plan its replacement takes a central meaning at realization of this concept.

Abstract. The problem of identification and monitoring of technical and commercial power losses in the distribution electrical network (DEN) operating in an asymmetric mode is considered. Due to the lack of effective mathematical models of DEN, their operational evaluation presents certain difficulties. A method for solving the problem is proposed, oriented for application in the automated information and measuring system for monitoring and accounting of electric power (AIMS MAE).

Abstract. The paper considers applicability of directional comparison protection on transmission lines with individual phase control. Also, the expediency of transferring the protection to phase-differential mode in open-phase operating conditions of single-phase autoreclosing is considered.
Keywords: protection with absolute selectivity, lines protection in open-phase operating conditions, unsuccessful single-phase autoreclosing

DIAGNOSTICS AND MONITORING

Soldatov V.A., Mozohin A.E

Abstract. The possibility of determining the fault location in 6 kV networks by empirical criteria for different types of emergency regimes was investigated. When developing the criteria, we use the phase voltage and current modules at the beginning of the 6 kV line. According to the calculated data, for all the developed empirical criteria, their interpolation dependence on the damage point along the line length was obtained. It is shown that the error in determining the location of damage for all emergency modes does not exceed 7 % with the exception of the mode phase.

Abstract. This paper describes the key problems in the tasks of intelligent patterns recognition for the state of power circuit breakers and the ways to solve them. The paper presents results of approbation of the system for assessing the technical state of power circuit breakers developed by the authors based on machine learning methods to optimize the schedules of circuit breakers repair and replacement based on analysis of technical diagnostics data and retrospective data. The main requirements for the training sample for recognizing the patterns of the circuit breakers state were also revealed.

Abstract. The article presents the main requirements and criteria of individual protective mean efficiency of personnel in conditions of power frequency electric fields and related factors occupational environment under power grids maintenance and operation. The basic requirements for individual protective means for work at the earth
voltage bare hand work, including the danger of electric shock from the induced voltage are presented. The requirements for such means of protection, including sanitary and hygienic requirements for work related to occupational physical factors specific to the power industry are presented too.

Abstract. An overview of the regulatory framework in the field of Personal Protective Equipment (PPE) provisions for employees of electric power enterprises and comparative analysis of confirmation procedures of PPE compliance to the demands of technical regulations of The Customs Union both have been represented in the article. The labor also details the expedience of creation of corporate standards for purpose of PPE use in major electric power companies and contains some recommendations on the subject of responsibilities differentiation for heads of organization, subsidiaries, structural subdivisions and the main services of the enterprise, when the Standard has been already approved.
