Methods of Local Control of Trunk and Distribution Intelligent Electric Networks
Razorenov Yu.I., Khlebnikov V.K., Tsygulev N.I., Nagay V.I. (SRSPU (NPI), Novocherkassk)
Abstract. Currently, in the world and Russian energy sector, much attention is paid to the creation of smart electric grids. To solve this problem, a model scheme of intelligent main and distribution electrical networks has been developed, for controlling parameters in normal and post-emergency modes of which, regulators of transformation ratios of network transformers and high-speed compensating devices for smooth regulation of reactive load power are used. Algorithms for controlling the parameters of operating modes in normal and post-emergency modes have been developed. The implementation of the proposed algorithms ensures the operation of the main and distribution electrical networks with minimal losses of electricity transport.

Coordinated Voltage and Reactive Power Control in Systems with Wind Power Plants
Zakutsky V.I., Gadzhiev M.G. (NRU “MPEI”, Moscow)
Abstract. The pace of development of wind energy in Russia in recent years continues to gain momentum. This trend is a significant challenge for the existing grid infrastructure. The transmission grids in Russia have a number of distinctive features, in particular, they are characterized by a significant length of power lines and large volumes of intersystem power flows, as well as low power lines congestion in some modes. Controlling the voltage and reactive power of an electric power system (EPS) is an extremely important task, in particular, to ensure the economical operation of the system equipment. In this paper, the effect of automatic coordinated control of voltage and reactive power of an EPS section containing a wind farm (WF) and static reactive power compensators is considered with the representation of this problem in the form of the problem of optimal reactive power dispatch. The influence of increasing the length of power lines of the considered section of the EPS on the optimization effect is estimated.

Increasing the Efficiency of Hourly Load Forecasting Using Machine Learning Techniques on the Example of the Irkutsk Energy State System. Part 1
Tomin N.V., Kurbatsky V.G. (ESI SB RAS, Irkutsk),
Kornilov V.N. (branch of JSC “SO UES” “Regional dispatching office of the Energy System of the Irkutsk region”)
Abstract. Solving the problem of hourly load forecasting becomes much more complicated with the constant action of various “irregular” effects (meteorological factors, traction load, holidays, bad data, etc.), the influence of which in regional dispatching offices (branches of SO UES JSC) is trying to neutralize in fact, in manual mode, relying on the empirical experience of employees. Such approach often leads to an increase in the daily load forecast errors and, as a consequence, additional costs for SO UES JSC. The article proposes a methodology for increasing the efficiency of hourly load forecast based on machine learning models, which makes it possible to automate the problem of correcting models and increase the accuracy of the forecast, primarily under conditions of “irregular” effects. The efficiency of the proposed approach is demonstrated on the example of real data from the region of the Eastern Electric Networks of the Irkutsk power system. The forecast results based on machine learning models are compared with the data of the corporate software used by SO UES JSC.

Application of Decision Trees Ensembles and Linear Regression for Operational Forecasting of Load Value
Cheremnykh A.A., Sidorova A.V., Tanfilyev O.V., Rusina A.G. (NSTU, Novosibirsk)
Abstract. Load value forecasting is the important issue in the electric power industry, the reliability and efficiency of power supply, the management of normal and post-emergency modes, taking into account the interests of the subjects of the electric power market, depend on the quality of implementation. The paper considers the issue of forecasting the load on the operational horizon by machine learning control methods. Calculations show that algorithms for predicting load value, adapting to operational changes in the structure of energy consuming, improve the quality of operational management of the energy system. Abstract. Wind farms of small and medium capacity connected to a medium-voltage grid can provide an additional active power injection at a voltage of up to 35 kV, which potentially allows for avoiding massive system reconstruction to meet consumer demands in the future. Simultaneously, such an injection allows for decreasing active power losses over the long-term system operation within dynamically changing conditions. However, the unpredictable profile of wind-power generation may lead to frequent and significant voltage deviations and fluctuations over a twenty-four hours period. Thus, actual voltage levels at consumers’ busses may violate strict voltage limitations dictated by national, international, or local standards. In this paper, the authors provided case studies based on the real-life experience in wind generation in Russia to proposes practical recommendations on voltage control in grids with wind farms.

Abstract. This article is dedicated to the aspect of applying the energy storage system (ESS) for the purpose of improving the installed capacity utilization factor (ICUF) of a power plant (PP) based on renewable energy sources (RES) integrated into the electric system. Development of the procedure of defining the power and the capacity of ESS to improve ICUF with regard to limitations caused by peculiarities of operation of a PP based on RES and ESS. The developed procedure has been applied to the elementary model of a real electrical network that includes a wind power plant (WPP). The obtained results are studied at the end of the article.

Osintsev K.A. (PJSC Rosseti)
Abstract. Advantages of prior use of 20 kV rated voltage for overhead electrical networks is studied in this article. Feasibility study of its application fields based on integral network parameters is performed. The need of use is justified and parameters of low resistance mode of 20 kV overhead electrical network neutral grounding are defined. The preferable network configuration that provides for structure simplification and network topology unification is confirmed.
