Abstract. From a number of key indicators of the efficiency of the system management by the System Operator, one can single out: maintaining the frequency of the electric current and reducing the magnitude of the control action of the emergency automation. For this, measures are taken to maintain the standardized values of power reserves at power plants. An activity for the calculation of active power reserves, carried out by the dispatch center of the power system, necessary for the conditions for adjusting the actual reserves of power plants by issuing dispatch commands. The algorithm presented in the work allows the calculation taking into account the regulatory requirements for time and reliability. The paper presents a practical application of such an algorithm – a computer program and the results of its calculation.

Abstract. The method of ranging the electrical network nodes by overall efficiency of voltage regulation (in other words, by priority of issuing control actions on regulators) in the process of managing steady operating conditions of the network has been developed. The procedure for defining the scope of control actions on voltage regulators and reactive power compensation installations required for gaining total minimization of energy losses and regulator operating costs has been proposed. Besides, this procedure is suggested to be carried out as the basic algorithm of the program set subject to testing in 110-220 kV networks of the Moscow power system.

Abstract. In order for electric power systems (EPS) to remain manageable and efficient, it is required to provide their special flexibility property, which can be considered as a service for managing the power balance. The article analyzes the definition of the concept of EPS flexibility, provides factors that reduce the level of system flexibility. Methods for substantiating these measures have been developed, based on multilevel modeling when optimizing the measures under consideration using bi-level programming. It is shown that this approach creates potential for future EPS that will have distributed generation and bidirectional power exchange with the main grid.

Abstract. Distinctive features of electrical load and energy consumption forecast (basic and regional variants) that are considered in design of arrangements and the program of power industry development of constituent entities of the Russian Federation are specified in this article. The principle of impact analysis-based calculation of estimated energy consumption for a region is described. Key reasons of energy and power demand increase in the Moscow city, including the New Moscow area, within 5 years have been established.

Abstract. The approach to improve implementation of the plan of organizational-technical measures aimed for energy loss reduction in electrical network facilities has been considered in this work. Among the measures that enable considerable reduction of energy losses (sometimes even 50% of the total plan value) is selection and disconnection of 35 kV and higher power transformers that operate in low load conditions, thus, selection of such transformers shall be made with particular care. The procedure of selecting transformers to be disconnected for the sake of gaining the major result (with regard to reduction of energy losses) along with obligatory keeping the required quality and reliability of consumer power supply and to be included into the plan of organizational-technical measures is provided in this study. Examples of calculating the ratio of equipment disconnection efficiency are provided as well. An example of applying this procedure together with calculation of its commercial efficiency based on this approach is presented.

Abstract. The article describes the economic necessity of assessing the reliability of heat-power equipment and the existing regulatory requirements for its implementation. The necessary quantitative indicators are considered, as well as modern methods and approaches for assessing the reliability of restored systems, such as thermal power plants. The algorithm for applying the General logical-probabilistic method is described and the feasibility of using software systems for calculating reliability is proved. The existing problems of forecasting reliability indicators as a result of technical impact for obtaining reliable calculation results are discussed.

Abstract. The analysis of known models of forming incentive tariff for reactive power flows and power quality control is carried out. It is shown that the main reason for absence of working model is legal barriers of its application in practice. The criterion of legitimacy of application of incentive tariffs can be equality of income of the network organization from application of economically reasonable tariff and income from application of incentive tariff. Mathematical expressions proposed on the basis of the legitimacy criterion for calculating discounts (surcharges) to the tariff require changes to existing regulatory and legal documents, which form the basis of the pricing system. They complicate the system, which causes difficulties in implementing discounts (surcharges). An approach has been proposed to create a model in which the value of surcharge acts as a penalty, stimulating and controlling factor, ensuring the formation of demand for the installation of technical means of reactive power compensation and improving the quality of electricity in the consumer’s network, disrupting the reactive power consumption regime and worsening electricity quality. Discounting the tariff for consumers who are forced to accept the negative consequences of a breach of the reactive power consumption regime and a worsening in electricity quality ensures the validity of the surcharge. At the same time, there is no need to change the main regulatory and legal documents on pricing.

Abstract. The paper describes the structure of electrical power equipment digital twin proposed by the authors and consisting of 11 images (Virtual structure, Event registration, Visual, Technical and economic) and a group of multiphysical images (such as Physicochemical, Electrophysical, Electromagnetic, Thermal, Electrodynamic, Mechanical, Acoustic). The composition and functions of examinations are given for each image of electric power equipment digital twin. The state and condition of the equipment during the examination are described. In addition to well-known examinations of online monitoring and offline diagnostics, the authors propose groups of examinations that allow to predict changes in the technical state of equipment using simulation modeling (mathematical, expert and statistical models) when operating conditions, characteristics of materials and external influences on equipment change. Examples of examinations of the digital twin of high-voltage power transformers are given.

Abstract. It is shown that the safety of work on a disconnected overhead line can be provided with protective grounding, using a ground electrode at the workplace with such a resistance that will reduce the induced voltage to acceptable values. It has been established that the main difficulty in using protective grounding to ensure the electrical safety of work on a disconnected overhead line is to make a ground electrode of the required dimensions at the workplace. To eliminate this difficulty, it is proposed to use the ground electrodes of several overhead line supports connected by a lightning protection cable as a protective ground electrode. Analytical expressions have been obtained that make it possible to determine the required number of overhead lines supports to create a protective ground electrode with the required resistance. Proposals have been developed for amending regulatory documents in terms of increasing the reliability of the protection of repair personnel from damage by induced voltage.
