Florinskij A.A., Chistyakov A.S. (Branch of JSC SO UES – Leningrad RDU, Peter the Great St. Petersburg Polytechnic University), Belyaev A.N. (Peter the Great St. Petersburg Polytechnic University)
Abstract. This paper demonstrates the application of algorithms for dynamic calculation model of electric power system optimization in the PC RUSTab to automate verification process, regularly carried out in dispatch centers for models of both regional and united power systems. The algorithms under consideration differ in their a priori characteristics – complexity of calculations, speed of convergence, method’s resistance to errors in calculations, sensitivity of method to algorithm parameters values, as well as the use of derivatives in objective function calculation. The paper provides theoretical calculations on optimization algorithms functioning that are compared with each other, shows the result of their application for verifying a simple electric power system test model and a large scale model of real electric power system, and analyzes the trajectory of changes in the model parameters during optimization process. The result of work is the values of optimized parameters obtained using the algorithms, as well as the graph of transient processes when these values are substituted into the model.

Formation of Requirements for The Operation of Grid-Forming Power Converters the Power System
Zhou H., Nаsyrov R.R., Burmeyster M.V., Guo L., Bulatov R.V. (NRU «MPEI», Moscow)
Abstract. The increasing integration of renewable energy sources reduces the equivalent inertia of power systems and deteriorates their transient stability conditions due to the extensive use of power electronic converters. Autonomous (gridforming) converters and virtual inertia systems are regarded as key technologies to address this challenge. This study presents a comparative analysis of regulatory and technical requirements for grid-forming converters in the documents of the United Kingdom, the United States, Australia, China, and Finland. The analysis covers requirements related to frequency and voltage control, inertial response, and other performance indicators. Both common principles and national specificities are identified, forming the basis for further standardization and wider deployment of this technology. Based on the analysis of foreign technical regulations, recommendations are provided for the development of a Russian standard regulating the operation of grid-forming converters.
Keywords: frequency control, grid-forming converters, gridfollowing converters, virtual inertia systems, integration of RES integration, technical specifications.

Semiconductive Layer Over the Cable Sheath. Issues and Solutions
Dmitriev M.V., (FGAOU DPO «PEIPK», Saint-Petersburg)
Abstract. Modern cross-linked polyethylene insulated cables play a key role in the country’s energy system and are widely used in both MV (6-35 kV) and HV (110-500 kV) networks. One of the specific features of HV cables is their sheath that sometimes is covered with a semiconductive layer that facilitates detection of its damage. It turned out that in certain situations this layer might not be helpful, but harmful. Due to the significant cost of such cables, the author considers it useful to share the information about such cases provided by the owners of the lines with the readers and to suggest possible remedies.
Keywords: cable line, single-core cable, cross-linked polyethylene (XLPE), cable outer sheath, semiconductive layer over the cable sheath, sheath testing, sheath damage.
Prevention of Unnecessary Disconnections of Switches of Supply Centers of Distribution Networks with a Resistively Grounded Neutral in Case of Double Short Circuits
Bondarenko N.A., Gusev Yu.P. (NRU «MPEI», Moscow)
Abstract. The article presents the results of a study of the impact of capacitive currents, transient resistances, and the distance of double short circuits on the excessive operation and non-operation of zero-sequence current protections and overcurrent protections of power inputs of power center busbars of 20 kV distribution electrical networks. It is shown that zero-sequence current protections fail to operate successfully at capacitive currents of 300 A or more and at transient resistances over 30 Ω. Replacing the zero-sequence current protections with the current protections that use minimum-maximum phase current selectors ensures satisfactory protection operation with capacitive currents up to 525 A and transient resistances up to 40 Ω.

A Modern Approach to the Integrated Assessment of the Technical Condition of end Cable Couplings for CrossLinked Polyethylene-Insulated Cables
Gvozdev D.B., (Branch of PJSC Rosseti – Main Electric Networks of Centre), Kiselev A.Yu.,(Branch of PJSC Rosseti – Yakutsk Enterprise of Main Electric Networks)
Abstract. The article is devoted to the urgent problem of assessing the reliability of the node elements of cable networks – high-voltage end couplings for cables insulated with cross-linked polyethylene (XLPE). The authors have proposed an improved method for calculating the technical condition index, which, unlike existing approaches, identifies the end valve as a separate object of analysis. The scientific novelty of the work lies in the integration into the computational model of parameters for monitoring the serviceability of active heating systems, specific markers of chromatographic analysis of dissolved gases (GSA) and the level of partial discharges in thecoupling (PD). The hierarchical structure of the weighting coefficients is described, where the priority is shifted from the calendar service life to the actual diagnostic indicators. The presented algorithm includes a system of blocking conditions when critical defects are detected, which eliminates the risk of technical condition index averaging and increases the reliability of predicting the equipment life within the framework of risk-based management.
Keywords: cable couplings, cross-linked polyethylene (XLPE), technical condition index, GSA, heating systems, diagnostics of high voltage equipment, risk-based approach.

Investigation of the Influence of Unit Power Rating of Diesel Generator Sets Within an Emergency Diesel Power Plant on the Starting and Self-Starting of Electric Motors
Asainov D.N., Shekari M., Pleshanov K.A. (NRU «MPEI», Moscow)
Abstract. Failures in electric power systems may result in the complete shutdown of thermal power plants, requiring their autonomous black start. A major challenge under such conditions is the startup of auxiliary electric motors supplied from backup power sources, such as emergency diesel power plants. This paper presents the results of a study on the influence of the number and rated capacity of mobile emergency diesel generator units within an emergency diesel power plant on transient processes during the startup and self-starting of auxiliary electric motors of a 420/450 megawatt combined-cycle power unit. The obtained results concerning the required number and capacity of diesel generator units within an emergency diesel power plant can be applied in the design and modernization of power plants. Furthermore, these findings may be used in planning emergency response measures for beyond-design-basis accidents through the deployment of mobile emergency power plants to restore combined-cycle power units at any node of the electric power system.

Energy Efficiency Improvement of the Electrical Complex of Pumping Units with Frequency Control
Makarichev Yu.A., Nosikov N.A. (Samara State Technical University)
Abstract. The relevance of using a variable-frequency electric drive for pumping units at oil pumping stations (OPS) of main oil pipelines is substantiated. The possibility of operating an OPS using a combined scheme with two groups of pumping units: those with frequency control and those without control, is considered. The calculation of the small pump fl ow zone is performed, and the zones of unacceptable flow rates are identified. The energy efficiency of using a combined control system for pumping units with two groups: those with continuously and discretely adjustable pump speed, is evaluated. An algorithm is proposed for the optimal consumption power for a combined control scheme of pumping station units based on the maximum power savings criterion. The article analyzes the effectiveness of using a variable-frequency drive system for main pumps with combined control, using the example of a typical oil pumping station.

Model for Assessing the Risk of Operational Failure of Captive Power Plant Units Based on the Technical Condition Index
Nazarychev A.N., Manukyan D.D. (Saint-Petersburg Mining University), Leontiev I.V. (LLC Gazprom invest – Gazprom repair), Mel’nikova O.S. (LLC Gazprom VNIIGAZ), Andreev D.A. (SC ATOMENERGOPROEKT)
Abstract. The article presents a model for assessing the risk of operational failure of captive power plant units at oil and gas enterprises, taking into account the technical condition index (TCI). The model is based on the two-parameter Weibull distribution and the linear law describing the temporal evolution of the TCI. Risk is defined as the product of the probability of failure and the expected value of damage. Dependencies of the operational failure risk and the economic feasibility index of technical interventions on the TCI are obtained, enabling justification of optimal threshold values of the TCI at which maintenance and repair actions are considered appropriate, taking into account the actual operating conditions of captive power plant units in industrial enterprises. The obtained dependencies are shown to be robust to variations in the model parameters.
