Principles of creating a digital platform for managing the reliability of electrical distribution networks in modern operating conditions

Abstract. The article discusses the issue of increasing the reliability of power supply in the least reliable element of the electric power system – the distribution network. The distribution network under the influence of modern trends in the energy sector (the concept of prosumer, the integration of distributed generation) is undergoing a number of significant changes that require a new approach to reliability analysis. In this regard, it is proposed to apply a digital platform for managing the reliability of distribution networks, the approaches to the creating of which are presented in this work. The main task of the platform is to collect, process and store the necessary information about power equipment and operating modes of distribution networks. The platform will also allow predicting the parameters of the power system, assessing its reliability and, based on all of the above, offers control actions.

Abstract. An important component of the stable operation of any electric power system is maintaining a balance between the generation and consumption of electricity. Most of the applied approaches to maintaining the stability of the electric power system in case of power imbalances are implemented by disconnecting the load. In addition to the existing means of emergency automatics, the proposed method eliminates the complete shutdown of electricity consumers in the event of a power shortage in the system and will attempt to implement fair mechanisms for limiting consumption based on taking into account the requirements for the reliability of power supply and participation in the total maximum consumption.

Increasing The Efficiency of Hourly Load Forecasting Using Machine Learning Techniques on The Example of The Irkutsk Energy State System. Part 2.

Abstract. Solving the problem of hourly load forecasting becomes much more complicated with the constant action of various “irregular” effects (meteorological factors, traction load, holidays, bad data, etc.), the influence of which in regional dispatching offices (branches of SO UES JSC) is trying to neutralize in fact, in manual mode, relying on the empirical experience of employees. Such approach often leads to an increase in the daily load forecast errors and, as a consequence, additional costs for SO UES JSC. The article proposes a methodology for increasing the efficiency of hourly load forecast based on machine learning models, which makes it possible to automate the problem of correcting models and increase the accuracy of the forecast, primarily under conditions of “irregular” effects. The efficiency of the proposed approach is demonstrated on the example of real data from the region of the Eastern Electric Networks of the Irkutsk power system. The forecast results based on machine learning models are compared with the data of the corporate software used by SO UES JSC.

Laplace Transform To Assess Current Total Harmonic Distortions

Abstract. The Fourier-transform-based approach to assess the non-sinusoidal current (voltage) prevails in Russia and the world. This approach divides an initial periodical non-harmonic current (voltage) signal into a set of periodic harmonic signals of higher frequencies and a DC component. As a matter of applicability, some high-harmonic components (of the frequencies higher than the standardized one) should be neglected, and the others – compared with a fundamental frequency signal (50 or 60 Hz). This methodology has been being applied in the USSR since 1967; and a little earlier in Europe, Japan, and the USA. This claim that this method has proven well over time. The key problem of this approach is instrumental – a necessity to neglect some high harmonic components; and may significantly affect the methodical error in the calculation of the main normative factor – Total Harmonic Distortion. In this paper, the authors proposed an alternative approach based on the Laplace transform. It needs no neglect to be applied. The conducted experiments provide confidence in the adequacy of the method and demonstrate the actual level of possible methodical error of the Fourier-transform-based approach due to the neglection as mentioned above.

Method of Monitoring Fatigue Damage of Overhead Line Wire During Its Operation

Abstract. Overhead transmission line wires are exposed to various harmful factors, among which wind loads play a significant role. Under their influence, vibrations and vibration of the wire occur. During operation, defects in the structure of the wire metal accumulate in the surface layer. The degree of fatigue damage development is determined by the thickness of such a layer. In order to monitor the condition of the wire, it is proposed to measure its surface conductivity at high frequencies. The problem of determining the penetration depth of the field in a two-layer surface structure depending on the frequency and magnitude of its conductivity is solved. The layer thickness is determined graphically. This technique can be used to determine the thickness of the modified layer that occurs during technological operations of surface treatment of metal parts.

Prospects For Improving Occupational Safety in The Context of Reforming Labor Legislation in Russia

Abstract. The article discusses the main changes made to the Labor Code of the Russian Federation as part of the implementation of the “regulatory guillotine” mechanism. The analysis of draft by-laws regulating the introduction of new principles of state policy in the field of labor protection in terms of occupational risk assessment and the formation of a labor protection management system was carried out. The prospects of improving the occupational safety culture at energy enterprises are assessed, taking into account foreign and Russian experience in the implementation of corporate programs to reduce injuries and strengthen the health of employees.
