PJSC “RusHydro”

More than a century has passed since the time when on the Far East territory of Russia the first electrical power plants were put into operation: the cities have lit up with the light of electrical street lamps and the first trams have started to run up and down the streets. For those years everything has happened in the power engineering sphere: shock-work construction, valiant labor, wars, recession and renewal… Today we remember how the history of power engineering from the first lokomobile to the modern HPP has been forming.

Interview with the Chairman of the Management Board – PJSC “RusHydro” General Director Nikolay Shulginov

PJSC “RusHydro” in cooperation with subsidiary and second-tier subsidiary companies is currently implementing a large-scale project related to power engineering development of the Far East. Chairman of the Management Board, General Director of PJSC “RusHydro”, Nikolay Shulginov tells us about the tasks related to the implementation of that project.

PJSC “RusHydro”

The Nizhne-Bureyskaya HPP is being erected on the Bureya River in the Amur River region. The plant is located downstream the powerful Byreyskaya HPP and acts as its counter-regulator, leveling irregular water discharges.

The scheme of hydro potential development of the Kolyma River was approved in 1977 by the Ministry of Energy and Electrification of the USSR. It was reviewed by the use of upper and lower reaches of the river about 1100 km long, starting from the source to the mouth of the river Korkodon. Lower land of Kolyma was found unusable for hydro power use, due to less favorable topographic conditions, and taking into account its fishery.

Nowadays three power plants operate on Sakhalin: Noglikskaya GTP in the North, Yuzhno-Sakhalinskaya CHP-1 in the South and Sakhalinskaya SDPP in the central part of the island, which has been put in operation half of a century ago. Sakhalin power system is isolated and has no network communications with the continent. The island region is badly in need of its own reserve source of power supply.

Besides the fact that power supply provides comfort for the population, it also affects the socio-economic development because the life of any production or residential facility is impossible without heat and electricity. The project of construction of the second stage of Blagoveshchenskaya combined heat and power (CHP) gave new capacity for the capital of the Amur River region in order to make heat supply more reliable and allow to connect new consumers.

A new power plant is growing in the port city on the coast of the Tatar Strait. New CHP is being built at the very heart of Sovetskaya Gavan. After commissioning phase, the city will reach a new level of development. Ports, terminals and railway, which will have more load by reason of new plants presence, wait for energy.

Construction of Yakutskaya SDPP-2 is an event for the region more than just of a large-scale. Especially taking into account that the energy situation in Yakutsk and the central part of the republic has developed in a very diffi cult way today. Residents of the capital of the republic know fi rsthand how it is to be left without heat and light when the temperature outside the window is 50 degrees below zero.

PJSC “RusHydro”

The development of Primorye power engineering is one of the JSC “RAO Energy Systems of the East” key priorities. The district is developing at priority rates and it needs an updated power engineering infrastructure. In Vladivostok “RAO Energy Systems of the East” is constructing modern Combined Heat and Power Plant Vostochnaya.This is a key capital investment project of the company. The electrical capacity of the station will be 139.5 MW, that of the heat – 421 Gсal/h. Natural gas will serve as a fuel.

The presidential decree of PJSC “RusHydro” additional capitalization for 50 billion rubles, signed in November 2012, no doubt embarked on a new page in the Far East energy sector. Due to this decree 4 the most essential to the region thermal power plants got necessary financing. One power station is ready, the other three are under active construction. It is time to think – will power engineers have firmness if consumers of new capacity pay bills for the light and heat properly? Unfortunately, the current state of affairs spawns a considerable doubt.

Power Machines

“Power Machines” company takes part in the works on the three of four heat generation units erected within the federal program of economic and social development of the Far East and Transbaikal: this is Blagoveshchenskaya CHP 2nd construction stage, Yakutskaya SDPP-2 1st construction stage and also the CHP in the city of Sovetskaya Gavan. In addition, the company takes part in the large hydropower project of the region – Nizhne-Bureyskaya HPP construction.

PJSC “ELSIB”

PJSC “RusHydro” completes the large-scale projects in the Far East. Next year 520 MW of new generating capacities will appear there. 252 MW are the generation equipment including turbo-generators of Research and Production Enterprise PJSC “ELSIB”.

In the spring of 2015 the Federal law “About the Territories of the Advancing Social and Economic Development in the Russian Federation” came into force. The law became a starting point for economy of the Far East encouragement and various state programs running.

The Far East of Russia has become a leader in terms of renewable energy innovations. This is where renewable energy projects have become economically justified today. A long distance between a large number of populated localities and the Unified Power System, as well as the complexity and high price of energy delivery create a huge potential for the optimization of the Far East power engineering by means of adoption of renewable energy technologies.
