Technical discussions on key issues of distribution network development and operation reliability improvement

The VIIth International Scientific and Technical Conference “Development and Reliability Improvement of Distribution Networks” continues its work in Moscow World Trade Center. Above 700 leaders and experts of power grids – representatives of 13 countries – are discussing key topics of the field. During the first day of Conference work several reports have been delivered, objectives have been assigned and valuable proposals have been provided on further improvement of operating procedures in electrical networks and regulatory documentation elaboration intended for successful mastering of advanced technologies.

Dmitry Gvozdev, First Deputy General Director, Chief Engineer of PJSC Rosseti Moscow Region, has shared the company’s experience of introducing the innovative equipment into distribution networks.

The speaker told in detail about pros and cons of using portable reverse transformation installations, service (temporary) 10 kV power supply cable lines, aluminum highly-resistant self-supporting insulated wires СИП-3 АНВП, insulating rods and other tools and accessories for remote live work performance.

Discussions on the practice of using such solutions were continued in reports of representatives of other companies.

Energy storage systems (ESS) have been recently used in many power systems of different countries in an effort to solve several key problems, including compensation of output instability of renewable energy source (RES)-fired generating plants. Pilot projects on combined use of ESS and RES-fired facilities within hybrid power stations, on provision of improved power supply reliability for socially significant customers and on maintenance of the target energy quality are carried out in different Russian regions.

Pavel Ilyushin, Head of Smart Power Grid and Distributed Energy Center, ERI RAS, has reported on variants of applying ESS in distribution networks and has named issues of concern and proposals on their solution to broaden the scope of ESS application.

Alexander Shaternik, First Deputy Director, Chief Engineer of RUP Grodnoenergo affiliate “Predpriyatiye sredstv dispetcherskogo i tekhnologicheskogo upravleniya”, has shared the experience of Belorussia colleagues in development of communication systems in distribution networks aimed at improvement of their observability and controllability.

Requirements to communication networks used in distribution network automation are defined in the “Concept of RUP Grodnoenergo distribution network automation”. Depending on the level of responsibility of a network section, they use different communication types, including corporate FOCL, broadband wireless radio access, services of RUP Beltelekom, the communication provider, and mobile operator services. Online maintenance of distribution networks is carried out by means of corporate digital-speech communication (DMR).

The reports of technical managers of Rosseti Group subsidiaries and affiliates, regional grid companies of Russia and Belorussia, research institutes and higher educational establishments on process design of metropolitan 20 kV networks, evaluation of present-day distribution network reliability in operation, provision of distribution network security, development of process automation systems and provision of cyber security of new digital technological platforms have been presented.

The first day of Conference work was finalized by Mrs. Odalys Maria Sanchez Gomez, Head of Substation and Underground Railway System Group, Isla de la Juventud (Cuba). Her speech was arranged via teleconference.

The Republic of Cuba pays much attention to comprehensive development of automation in the National Power System. To provide its due operation, the Isla de la Juventud pursues the appropriate technical policy aimed, in particular, at provision of effective operation of substation control system.  

The speaker told in detail about the system architecture, technical solutions and data communication protocols applied. They are guided by advanced international experience in many aspects.

The second day of Conference work will be dedicated to a more specific discussion of the tackled matters and additional issues related to detection of energy stealing, mastering of mobile solutions, realization of different technical policy aspects. Besides, the participants will discuss arrangement of efficient and secure live work, improvement of energy quality, introduction of digital services in interaction with grid company’s customers.  

The journal “ELECTRIC POWER. Transmission & Distribution” will keep a close eye on all discussions. The most interesting materials and solutions of the Conference will be published in the coming issues.
