New Energy

of the Far East

The station will allow reducing 

an anticipated heat supply shortfall 
in Vladivostok resulting from 
new housing areas building. On 
the specialists’ calculations  the 
CHP Vostochnaya will be able to 
provide more than 50 thousands of 
apartments with electrical energy 
and 600 houses with heat. The 

new project will cover up to 20% of 
Vladivostok electrical demand and 
will partially exempt the CHP-2 of 
heating supply load.

sists of internal funds of PJSC 
“RAO Energy Systems of the East” 
and two loans taken from The 
European Bank for Reconstruction 

The development of Primorye power engineering is one of the JSC “RAO Energy 

Systems of the East” key priorities. The district is developing at priority rates 

and it needs an updated power engineering infrastructure. In Vladivostok 

“RAO Energy Systems of the East” is constructing modern Combined Heat and 

Power Plant Vostochnaya.This is a key capital investment project of the company. 

The electrical capacity of the station will be 139.5 MW, that of the heat –

The new Combined Heat and 

Power plant is constructing in place 
of the operating central steam- 
water boiler plant. Now a number 
of old buildings and the boiler plant 
equipment has already been dis-
mantled, on its place the prospec-
tive Combined Heat and Power 
plant facilities are constructing. 

The city districts connected to 

the plant are provided with heat 
trouble-free so the consumers 
avoid all the troubles linked with 
such a great construction acti vity. 
Water heating is not the way of 
burning coal and gas, it is made 
by the steam which is brought 
from Vladivostokskaya CHP-2. 
The Vostochnaya CHP, which 
from its turn will replace the oper-
ating CSWB in the near feature, 
will also produce electrical en-
ergy. The new object will operate 
on ecological fuel so it completely 
eliminates any pollutant emission 
into the atmosphere. The envi-
ronmental friendliness factor had 
been taken into account before 
the construction started.

In Leaps and 

Bounds

Three dozen units of machi-

nery and three hundred special-
ists including those with an ex-
perience of working at the similar 
projects are enabled at the con-
struction site daily. Constructors 
from various cities and towns of 
the Far East are working at the 
Vostochnaya CHP.

The project realization is con-

duc ting step-by-step to avoid 
disruptions of heat and hot water 
to consumers. 

Today waste-heat boilers 

chimney stacks have been erec-
ting and its insulating from heat 
is carrying out. Along with that the 
specialists are erecting the main 
building of the prospective CHP: 
they are about to complete the 
construction of administration and 
accommodation facilities and they 
are providing mechanical works at 
the boiler department.

Besides the Vostochnaya CHP construction the Energy Joint 
Stock Company is preparing for realization several projects 
on block heating station replacement for modern mini-CHP 
with an ef

 ciency up to 80% in “Zmeinka” and “Sinaya 

Sopka” building estates. Besides some works on energy 
transmission to remoted regions facilitation in network 
complex are carrying out.

Historical

Reference

From the late 60’s of the 

XX century on the platform of 
actual CHP Vostochnaya there 
had been coal district heating with 
the capacity of 105 G

al. The CHP 

used to provide “Dalhimprom” and 
other huge industrial enterprises 
of the region with heat energy. 
In the late 1970s the CHP was 
excluded for standby period 
because of the air pollution near 
Snegovaya Pad’. From 1979 till 
2016 the capacity of the coaling 
CHP were replaced by the 
Central Steam-Water Boiler one. 
The CSWB used steam from the 
coaling Vladivostokskaya CHP-2, 
that is the way it neither pro-
duced any emission itself nor was 
an isolated heating source. For 
many decades the region had no 
energy source. The consumers 
used to get the heat from
quite removed Vladivostokskaya 
CHP-2. This affected the quality 
of heating supply and in

 uenced 

on the losses in heat transmission 
by 7km steam pipe line. The 
construction of Vostochnaya 
CHP will allow to get a new 
independent energy source in 
this region which will provide 
the consumers with heat and 
electrical energy. 

According to the plans 151 per-

sons will work at the station after the 
start, 22 specialists have already 
been employed – all of them are 
participating in commissioning 
work.

“With a start of CHP Vostoch-

naya Vladivostok will get new ca-
pacity which will allow connecting 
new consumers not only from Vladi-
vostok but from every point of the 
South of Primorye. The most im-
portant thing is that we are adding 
a heat load for the city. Moreover the 
station is carried out on the basis of 
contemporary technologies allow-
ing effective gas utilization”, stated 
the PJSC “RAO Energy Systems of 
the East” CEO Sergey Tolstoguzov 
about the power facility characteris-
tic properties.

In order to provide the power to 

the city`s networks by the station 
the network infrastructure of Vladi-
vostok had to be upgraded, due 
to the fact that CHP Vostochnaya 
connection would raise the bar to 
existing high-voltage substations 
of the Primorye capital. Accomp-
lish this JSC “DRSK” led the re-
construction of 4 main substations: 
substations of 110 kV “Vtoraya 
Rechka”, “Stroyindu 

striya”, “Per-

vaya Rechka” and “Zeleniy Ugol”. 
From those substations to the CHP 
four 110 kV cable lines were in-
stalled. “Sure enough CHP plant 
Vostochnaya is a really huge pro-
ject from the perspective of net-
work infrastructure, particularly 
from the perspective of the capa-
city transmission. The scheme of 
power distribution itself improves 
and de 

velops the power system 

diagram of Vladivostok increasing 
its re liability. It was designed on the 
basis of cable lines producing con-
temporary technologies implemen-
tation. It is made of cross-linked 
polyethylene and thanks to  that, 
overhead transmission lines are 
expected to dissolve step by step 
from the city. Certainly it will make 
the city`s image great-looking”, the 
“RAO ES of the East” CEO Sergey 
Tolstoguzov pointed out.

Emissions

CHP Vostochnaya will become 

one of the most advanced and 
environmental friendly CHP of 
Russia. Erecting power facility will 
completely meet not only the Rus-
sian environmental requirements 
but the highest global standards – 
The European Bank for Recon-
struction and Development, taking 
part in the construction as a credi-
tor, pays a special attention to 
minimization of the polluting emis-
sions issues and offers its credits 
only for the projects proved to be 
environmentally safe. 

Gas turbine plants meant for 

operating on natural gas were 
made and delivered for that pro-
ject. The technology of “dry” emis-
sion cancellation employed in the 
turbines of such a design type 
guarantees the minimal scale of 
nitrogen emission and that will 
greatly amend the ecological 
situation in Vladivostok. In ac-
cordance with EU directive on In-
dustrial Emissions requirements 
special burners on the hot-water 
boilers will be installed to reduce 
the emissions amount. Beyond 
this during the plant operation 
a  regular emissions monitoring 
will be carried out as far as the 
system of regular emissions moni-
toring mounting on every chimney 
is designated within the project.
