or more than 100 years
power systems have been
constantly evolving and
recently the pace of their
development is only growing. De-
spite of such rapid modernization
relay protection systems still play
a key role in providing their reli-
ability. Global changes in power
industry, such as: implementation
of intelligent electronic devices,
development of smart grid net-
works, DER deployment, intro-
duction of FACTS and wide im-
plementation of electric vehicles
lead to the inevitable complication
of design, operational manage-
ment and relay protection opera-
tion systems tasks. According to
North American Electric Reliability
Corporation statistics, up to 70%
of large-scale failures and major
accidents in power systems occur
due to its incorrect operation.
Therefore, in order to maintain
the life cycle of modern relay pro-
tection and automation systems, it
is essential to replace traditional
devices with new multifunctional
microprocessor ones, which re-
quire assignment of hundreds
and thousands of settings for the

correct functioning. It potentially
increases the depth of the situa-
tion analysis, but at the same time
overloaded personnel manages to
process only smaller part of the in-
coming information and the prob-
ability of accidents dramatically
raises.
So how can one ensure reliable
operation of the power system in
modern conditions?
Facing today's challenges,
RTSoft developed Protection
Suite information-analytical sys-
tem for automatic analysis of fault
events and protection monitor-
ing and performance evaluation
at 6-750 kV power facilities. This
software package provides the
highest level of automation, main-
tenance of digital twins of relay
protection system as well as pro-
tection maintenance life-cycle and
document management. The con-
cept idea is described in Figure 1.
It can be integrated into the auto-
mated control systems of energy
facilities with different level of au-
tomation and digitalization and dif-
ferent protection manufacturers.
Protection Suite modules can be
installed both at the facility level
(substation) and at the upper sys-
tem level (central office) of Utility.
At the substation level, Protec-
tion Suite fulfils protection relay
malfunction monitoring and self-
diagnostics. At the level of System
Operator it increases the reliability
of dispatch control, automates re-
lay settings calculation and coor-
dination. For TSO/DSO Protection
Suite provides risk-oriented main-
tenance and centralized relay pro-
tection information management.
The information and algorith-
mic support of the system is de-
veloped in accordance with IEC
61850, IEC 61970/61968, ex-
tended with additional semantics.
Based on disturbance monitor-
ing functions the Suite automates
identification and localization of
fault events in power system, and
then performs simulation of fault
conditions in the precise power
system model with digital twins of
relay protection devices inside to
obtain reference behaviour during
fault events – expected list of trip-
ping, starting for each protection
functional block.
Measurable results of Protec-
tion Suite implementation provide:
a reduction of 50% of accidents
caused by human factors, a de-
crease of 35% for OPEX per year
on protection maintenance, an
increase up to 50-100% of power
system observability.
What differs Protection Suite
from all existing at the moment re-
alizations is the possibility of use
of common information model to
represent the initial data of the
analysis in a unified, machine-
understandable format as well as
use of detailed digital models of
power system and relay protection
devices to perform relay protec-
tion performance evaluation.
