ENERGY STORAGE
Use of Segmented Static Frequency Characteristic to Support the Charge Level of Energy Storage System
Ilyushin P.V. (Energy Research Institute of the Russian Academy of Sciences, Moscow),
Shavlovskiy S.V. (Electronmash JSC, Saint-Petersburg)
Abstract. Distributed generation (DG) facilities operating on the base of fuel generating units (GUs) and renewable energy sources (RES) are widely used in Russia, including isolated power regions. Rough changes of load or electric energy generation by RES facilities can lead to impermissible short-term deviations of frequency/voltage that result in tripping performed by fuel GU protection devices. Application of energy storage systems (ESSs) taking into account high speed of their inverter operation enables compensation of instantaneous imbalances of active and reactive power, thus, preventing disconnection of fuel GUs and interruptions of consumer power supply. A modified method of supporting the ESS charge level (SoC) from changing the static frequency characteristics that does not require a data communication channel between ESS and the dedicated GU is proposed and the advantages of its application are shown in this article. This method consists in dividing the ESS static characteristics into separate segments with the different gain slope (frequency droop) depending on the current ESS load and SoC, and shifting the static frequency characteristics in accordance with the definite law. Results of simulation modeling of the proposed method of ESS SoC support in different load operating modes in an isolated region carried out in MATLAB Simulink that proved its efficiency are provided in this article.

Feasibility Study of Energy Storage System Application for Residential Users in Municipal Power Supply Systems
Demidov K.A., Shvedov G.V. (NRU “MPEI”, Moscow)
Abstract. Sufficient inequality that is typical for daily power consumption of residential users has negative impact on power system operation. Complexity of changing the demand curve for this group of consumers related, mainly, to difficulty of changing everyday habits of people and their correlation with the rhythm of life of a citizen, forces to look for alternative methods of demand curve leveling. Feasibility of using the energy storage system for this purpose by the example of a multifamily residential building with electric stoves is studied in this article. It turned out that installation of the energy storage system with regard to its actual price and valid three-zone tariffs in the Moscow city is paid back in 6 years. In case of energy tariff regression in the night zone, its payback time reduces essentially. Study of tariffs in different RF subdivisions is provided together with calculation that defines optimal ratios of peak (Т1) and night (Т2) zone tariffs to achieve the 5-year payback time of energy storage systems.

Soluyanov Yu.I. (Roselektromontazh Association),
Fedotov A.I., Chernova N.V., Akhmetshin A.R. (Kazan State Power Engineering University)
Abstract. Investigations of electricity consumption of private residential structures (PRS) located in the city of Kazan carried out by Association Roselektromontazh have revealed the fact that actual PRS electrical loads are considerably lower than the declared 15 kW. As a result, the actual level of network loading of gated communities is about max. 20% of the estimated value, provided that comparison of winter and summer time loads has shown that winter loads are in average 12% higher. The objective of investigation was to review calculated electrical loads to obtain considerable economical effect from cost reduction of the power supply system and increase of PRS demand due to reduction of its incremental cost. Review of PRS calculated electrical loads was carried out by means of smart energy metering systems.

Application of Monte-Carlo Method for Assessment of Human Factor Impact on Power System Reliability in Online Switching Conditions
Gerasimov V.S., Nasyrov R.R. (NRU “MPEI”, Moscow)
Abstract. Online switching is one of the main means of power system control. Successful online switching (from the point of view of reliability) requires failure-free operation of all components involved, i.e. the human and the equipment. The majority of articles dedicated to study of reliability issues consider the impact of equipment, not the human factor. However, investigation of accidents shows that the human is a key source of accident risk. The objective of the article is to review the procedure of the power system reliability assessment with respect to human factor impact developed by the authors.

Set of Technical And Economic Modeling Tasks of Electrical Energy Transmission in Power Grids
Pazderin A.V., Bartolomey P.I., Lyukhanov E.A. (Ural Energy Institute of the Ural Federal University named after the first President of Russia B. N. Yeltsin, Yekaterinburg); Pazderin A.A. (PJSC “Federal Grid Company of the Unified Energy System” – Ural branch, Yekaterinburg)
Abstract. The article discusses the mathematical model fundamentals of the power distribution problem, that makes it possible to simulate the main power grid technological process activity – transmission and distribution of electrical energy (EE) flows. The energy distribution problem application is associated with EE balances, technical losses evaluation, commercial losses localization, unreliable EE metering devices identification as well as their metrological characteristics monitoring by calculations. State estimation and observability theory methodological approaches provide EE metering systems development optimization and additional metering units installation that allow observability and redundancy criteria numerically assessment. Based on the EE transmission process model, a subsystem for calculating and analyzing financial and economic indicators of power grid activity has been developed. The power-cost distribution model relates the technological parameters of the EE transmission process with its economic indicators. This model provides cost distribution of transmission services and their components between consumers individually, taking into account electrical equipment loads and power losses assessment. At the same time model is used to estimate the unit cost of EE transmission for all power grid nodes.

Protective Grounding as a Way to Ensure Safe Work on the Disconnected Power Line Which is Under Induced Voltage. Part 2
Gorshkov A.V. (EnergoTest LLC, Moscow)
Abstract. The main damaging factor in the production of work on a disconnected overhead line is the touch and step stresses that occur when the voltage is ap- plied to the disconnected overhead line. The method used in practice to ensure the safe production of work on a disconnected overhead line has a relatively low reliability of protecting personnel from damage by touch and step stresses. The reason for this is, firstly, significant omissions of the applied technique, which lead to the appearance of unacceptable values of touch and step stresses, and secondly, ineffective measures to protect personnel from damage by these stresses. To guarantee electrical safety in the production of work on a disconnected overhead line, it is proposed to use the method of protective grounding, based on the principle of controlled reduction of the induced voltage at the workplace to acceptable values using a protective earthing device. On the basis of the method of protective grounding, a method has been developed to guarantee the safe conduct of work on a disconnected overhead line. The main provisions of the practical implementation of the developed methodology based on digital technologies in the framework of the concepts “Digital substation” and “Digital Transformation 2030” are formulated.

Borovkova A.М., Kravchenko M.V., Makulova E.I., Pavlova A.A., Morozov D.V. (NRU “MPEI”, Moscow)
Abstract. The article considers additional measures to reduce the level of injuries in the energy industries, which are not included in the standard list of measures to improve working conditions and labor protection. Companies from the most energy-intensive industries are also taken for analysis. A review of the measures contained in comprehensive programs to reduce the risk of personal injury showed that for the most part, organizational and technical additional measures are used. Based on the results of a comparative analysis of the measures used in various industries, trends in the development of organizational measures in the programs of electric power companies were identified. Meanwhile, technical measures to reduce injuries prevail in enterprises of other industries.
